RAAF Darwin LIA Buildings BMS Refurbishment
Electrical & Mechanical BMS Refurbishment
Project Snapshot
Forty Living-In Accommodation (LIA) buildings at RAAF Darwin required a complete building management system (BMS) refurbishment to meet current Defence standards and operational requirements.
TEC delivered a full end-to-end BMS upgrade, including the design, supply, installation, programming, and commissioning of fourteen new BMS control panels across the precinct. The project created a consistent, reliable building management platform across all buildings.
Location: Darwin, NT

Sector: Defence
Completed: July 2025
Contract Value: $350,000
The Challenge
RAAF Darwin's Living-In Accommodation buildings were operating on an inconsistent and ageing building management system that no longer met Defence standards or accommodation requirements.
The project required complete BMS refurbishment across 40 buildings - a significant scope requiring careful coordination in an active Defence environment.
What TEC Delivered
TEC managed the full scope of the BMS refurbishment project, including:
System design and engineering
Supply and installation of new BMS infrastructure
Programming and commissioning works
Development of BMS control logic
Creation of new graphical interfaces
Installation and termination of BMS field sensors and control panels
A total of fourteen new BMS control panels were installed and integrated into a unified platform servicing the entire accommodation precinct.
The upgraded system was designed to improve reliability, simplify management, and support long-term operational performance across all buildings.
The Outcome
The project was delivered on time and within budget, with no safety incidents and no disruption to ongoing site operations.
The completed refurbishment delivered:
A consistent BMS platform across all 40 buildings
Improved system reliability and performance
Better energy efficiency outcomes
Enhanced occupant comfort and operational visibility
Compliance with Defence standards
The result was a modern, fully integrated building management system designed to support the long-term operational needs of the RAAF Darwin accommodation precinct.
